Strengthening the capacity of Local Public Authorities (LPAs) in Moldova is an essential condition for improving public service delivery, advancing public administration reform, and supporting the country’s European integration process.

The PACE Local project aims to empower LPAs to become agents of change, capable of responding to citizens’ needs and contributing to meaningful transformation.

Support in understanding funding mechanisms, preparing projects, and managing national and European funds.
Access to funding and EU opportunities
Strengthening capacities will also enhance the ability of Local Public Authorities (LPAs) to access and manage national and European funding opportunities, a particularly important aspect in the context of Moldova’s EU accession process. LPAs receive support for:
- understanding EU funding mechanisms
- preparing project proposals
- managing initiatives funded from external sources
This will increase Moldova’s overall capacity to absorb EU pre-accession funds and, later, cohesion funds, while also enabling local communities to benefit from strategic investments in infrastructure and services.
Cooperation and effective coordination
Promoting collaboration among clusters of local authorities helps them jointly address challenges in service delivery and overcome limitations caused by administrative fragmentation, thereby strengthening their overall capacity. The benefits of cooperation include:
