Role of local authorities in implementing EU standards and advancing the European integration process

European integration does not take place only at the national level, but especially at the local level, where EU policies and standards are put into practice and have a direct impact on citizens’ daily lives.

Why the role of local public authorities matters

Local Public Authorities (LPAs) play a central role in the practical application of the European Union’s legal framework, which directly influences life at the local, regional, and national levels. It is within communities that European regulations and standards are translated into reality, making LPAs key actors in implementing reforms.

In the context of EU accession negotiations, the role of LPAs becomes even more important, as they are responsible for implementing European standards across a wide range of areas—from environment and infrastructure to education, health, economic development, and social services. At the same time, they manage complex processes such as public procurement, local governance, and investments, all of which have a direct impact on citizens’ quality of life.

Implementation of EU standards

LPAs apply European regulations in areas such as environmental protection, public procurement, infrastructure, and public services.

Economic development and services

Local authorities support economic development, create conditions for investment, and improve services for citizens.

How PACE Local supports local authorities

Through the PACE Local project, SALAR International draws on experience gained in several candidate countries and recently acceded EU Member States to implement in Moldova a support strategy focused on information and awareness-raising, capacity building related to the EU acquis, and access to EU funding. In addition, the support includes:

  • information and awareness-raising on European integration
  • capacity building in relevant areas of the EU acquis
  • facilitating access to European funds

Outcome

Strengthening the role and capacities of LPAs contributes to a more effective implementation of European standards at the local level. This leads to more capable administrations, better public services, and communities that are better prepared for the European integration process, helping reduce development gaps and improve citizens’ quality of life.
