In February 2022, the first network of 17 Unified Centers for the Provision of Public Services (CUPS) was established. In just a few years, the model expanded to more and more communities, becoming an important mechanism for citizens’ access to public services.
According to the commitments of the Government of the Republic of Moldova, CUPS are to be developed nationwide, including in communities that will undergo the voluntary amalgamation process.

Why are CUPS important?
The expansion of the CUPS network confirms the relevance of this model for citizens across all regions of the Republic of Moldova, especially for people in rural communities and for citizens in the diaspora.
Through CUPS, citizens benefit from faster and simpler access to public services, reducing the time and costs required for travel and obtaining information.

Role of CUPS: then and now
During the pilot phase, CUPS provided approximately 22–24 public services, mainly services of the Public Services Agency (ASP) and the National Social Insurance House (CNAS).
Currently, more than 100 public services are available through CUPS, reflecting the expansion and consolidation of this model at the national level.

CUPS facilitates citizens’ access to high-quality public services, especially for rural populations and citizens in the diaspora. The centres help bring public services closer to people and simplify interaction with state institutions.
CUPS is an important tool for digital inclusion, providing support for elderly people, citizens with limited digital skills, and those who face difficulties in using electronic services.
The expansion of the portfolio to more than 100 public services demonstrates the development and maturity of the CUPS system. The centres contribute to more efficient public administration and to increasing citizens’ trust in state services.
