Local Public Administration and Citizen Engagement

The PACE Local Project: Local Public Administration and Citizen Engagement is an initiative implemented during 2025–2029 with a budget of 79.9 million SEK, contributing to the strengthening of local governance in the Republic of Moldova.

The project is implemented by SALAR International, with financial support from the Government of Sweden, provided through the Swedish International Development Cooperation Agency (Sida).

Support for the Government of the Republic of Moldova

The programme supports the implementation of the Public Administration Reform Strategy by improving coordination between central and local levels and the distribution of responsibilities. It also contributes to the development of the e-LPA digital platform.

Support for clusters of local public authorities

The project supports cooperation between local authorities to improve public services based on citizens’ priorities. It includes small-scale investments, feasibility studies, technical documentation, the establishment of One-Stop Shops for Public Services (CUPS), as well as training and mentoring.

Support for European integration at the local level

SALAR International promotes the involvement of local authorities and citizens in the EU accession process by strengthening dialogue, facilitating access to European funding, and developing the capacities needed to align with EU standards.

Citizen engagement

Citizen engagement is a cross-cutting priority of the project. Active participation in decision-making and in setting priorities helps increase trust in public institutions and supports the European integration process.
