Digital solutions for more accessible, transparent, and efficient public services in the Republic of Moldova
Digitalisation is a key element of modern public administration, enabling fast and equal access to public services for all citizens, regardless of location.
Why digitalisation matters
No matter how far a community is from the administrative center, every resident should have quick and easy access to high-quality public services. This is the goal of the PACE Local project, implemented by SALAR International in the Republic of Moldova. Building on existing experience, the project supports the development and expansion of One-Stop Shops for Public Services (CUPS), including the creation of additional physical and mobile centres.
Already operational in over 100 municipalities, CUPS facilities improve access to central-level public services, reducing the time, cost, and effort required to obtain documents or administrative services. At the same time, they ease the burden on citizens who would otherwise face costly travel and complex bureaucratic procedures.

e-LPA Platform
We support the testing and implementation of the e-LPA platform to deliver digital services and improve cooperation between local and central levels of government.

Digitalisation plays a key role in local public administration. The project supports government authorities in testing, piloting, and implementing the e-LPA solution, designed as a digital platform for delivering local public services.
The use of this platform helps streamline local government operations, improve interaction between citizens and LPAs, and strengthen cooperation between local and central levels.

Through digitalisation and expanded access to public services, local administrations become more efficient, transparent, and closer to citizens. Residents benefit from faster and more accessible services, while authorities can make better-informed, data-driven decisions. At the same time, bureaucracy is reduced, costs are optimized, and trust in public institutions is strengthened, contributing to the sustainable development of communities across the Republic of Moldova.
